The sinusoidal variation is due to the motion of the satellite
around the earth, while the offset from zero reflects the
shift due to the motion of the earth in the direction of the
target. In this case, the heliocentric shifts should be negative, since
the earth is moving directly away from the target.
Lower: The velocity of the satellite around the earth
projected along the line of sight to the target.
